I'm not an expert on how to draw anime at all, but here's some things I'm looking at for this picture: On the neck, it looks like it gets quite narrow as it goes down into the collar, you want it the opposite. I think the neck would look better if you widened it a bit down there. The other thing is the position of the eyes. I think they're a tad too low and it makes her forehead look pretty big. Other than that, the colors are nice and her eyes are gorgeous. I really like how you do eyes
