I use woodless colored pencils mostly. I layer colors like a green over a red and then red over that to make shadows. Blending complementary colors. The woodless colored pencils are oil based. They are bit smoother than the wax based ones. Koh-I-Noor Progresso Woodless Colored 24-Pencil Set, Assorted Colored Pencils, Posca makes an oil based set, but it is a bit pricey.
@Rayedrgn Whatever you do, don't use colored pencils any cheaper than Prismacolor or Blick Colored pencils. Look up different methods of blending the pencils that are waxed based. Colorless blending pencils or an alcohol based blender are some of the materials used to blend wax based pencils. There is a blending powder for use with oil based colored pencils. You can also get Colored Pencil Magazine for more info.
